We could say a heat pump moves heat from one location to another. Often it is more economical based the cost of available fuels to move heat with a heat pump than to make heat using fossil fuels. As long as the outdoor temperature doesn't drop below zero Fahrenheit, A heat pump is cheaper than resistance electric heat because the Coefficient of Performance is always going to be greater than 1 to 1, as in resistance electric heat. We put resistance heat in the heat pump to maintain tolerable discharge air temperatures when the system goes into a defrost cycle. If it is cold enough outside our COP goes down, the capacity in the heat mode goes down, and sometimes we have to supplement the heat pumps output with resistance electric heat to maintain comfort in the conditioned space.
